EDMUND S. MUSKIE PH.D. FELLOWSHIP PROGRAM
ACADEMIC YEAR 2002-2003

The Embassy of the United States of America is pleased to announce the open competition for the 2001-2002 The Edmund S. Muskie Ph. D. Fellowship Program. The program is funded and administered by the Bureau of Educational and Cultural Affairs of the U.S. Department of State. Recruitment for the program will be conducted by the American Councils for International Education: ACTR/ACCELS.

The Muskie Ph.D. Program selects outstanding citizens from the Russian Federation to receive scholarships for doctoral level study and professional development in the United States in the fields of business administration, economics, public administration and public policy.

Approximately six fellowships will be awarded in 2002. Applications for this round of competition will only be accepted for the fields of business administration and economics.

The program begins in the fall semester of the year of award and follows the normal Ph.D. cycle of the institution.

Competition for the Edmund Muskie Ph.D. Program is merit-based and open to any individual who meets the specific criteria. Applicants must be under the age of forty-nine (49) at the time of application; be the recipients of a master’s degree from a recognized U.S. institution, or its foreign equivalent; be proficient in spoken and written English at the time of application; be able to demonstrate professional aptitude and leadership potential in their field of specialization; be able to begin the academic exchange program in the United States in the fall of 2002; and be committed to conducting dissertation research on a topic directly related to Russia and/or the region.
